There is a chunk of tcl script on the Tcler's wiki which should help to improve the default look of Tk scripts -- the Gtklook page. In discussion on the tcl-core mailing list, Jeff Hobbs posted a package that is used for ActiveTcl scripts, saying that this is licenced as per the Tcl license. Here is a copy.
